政策执行中的“权力寻租”行为分析—以煤矿安全生产为例

An Analysis of the Implementation of the Policy of “Power Rent-seeking” Behavior:A Case of Coal Mine Production Safety

目前,在煤矿安全生产政策执行过程中,存在着因追求利益最大化、政策执行者执行不力、政策内容不完善等不利因素导致的"权力寻租"行为,从而使得安全生产政策不能顺利实施。对此可以通过提高权力寻租的成本、确保政策内容的完善性及科学性、健全煤矿法律体系和企业内部监督机制等措施来保障政策目标的顺利实现。

At present,in the implementation of coal mine production safety policy,there is the pursuit of maximizing the benefits,pol-icy implementation,enforcement and content is not perfect as well as other unfavorable factors,which leads to the phenomenon“power rent-seeking＂,and unsuccessful implemented policy. The problem can be solved through improving policies and measures to ensure the improvement of the content scientifically,and the legal system of coal mine and the internal supervision mechanism objectively.
