摘要
从科技基础管理、核心技术能力、科技工作环境、科技工作成果等层面首次全面、系统地建立电网公司科技创新能力评价指标体系,包括9个二级指标和35个三级指标。利用属性识别理论,根据各指标客观数据的测度属性建立指标测度评价矩阵,并通过G1法来确定各个指标的综合权重,最后按照属性识别准则中的评分准则完成对各电网公司科技创新能力的比较与排序。实例分析表明,该评价体系及模型能公正客观准确地评价各电网公司的科技创新能力。
A comprehensive and systematic evaluation index of science and technology innovation ability in power grid corporation was put forward according to basic science and technology management, core technical ability, work environment, work result and other aspects for the first time. It contains nine indexes of level two and thirty-five indexes of level three. Using attribute recognition theory and according to the measurement at- tribute of each index data, the index measurement evaluation matrix is set up. The comprehensive weight of each index was determined by use of G1 method. Finally, comparison and order of science and technology innovation ability in power grid corporation is presented according to rating criteria of attribute recognition norm. Example analysis shows that the evaluation system and model can fairly, objectively and accurately evaluate science and technology innovation ability in power grid corporation.
