政务失信风险“清单式”管理的拓新路径——佛山市“政务诚信征信目录”编制的探索和启示

A New Extension Path for the “List” Management of the Chief Dishonesty Risk: Enlightenment of “Foshan City Government Integrity Credit Directory”

在我国转型升级和创新发展的关键时期,社会和公众对政务诚信的追问质疑和回应需求在可预见的时期内往往呈明显集中和强化趋向,而政务诚信建设往往任务不够细化、重点不够突出、整改不真不实不彻底的情况仍不同程度的广泛存在。佛山市政府首次尝试以问题为导向,从单位和个人两个维度,探索政务失信风险"清单式"管理的拓新路径,力图形成国内发达地区一个地级市政府直属机关较为系统科学的政务诚信征信目录体系,并拟据此开发建设"佛山市市直机关政务诚信信息平台",制定征信管理办法,建立政务诚信奖惩机制,通过征信强化对政务失信行为的监管,形成防范政务失信的有力抓手。这对于地方政务诚信建设模式构建的创新、弥补相关领域理论和实践的薄弱环节、推进相关重大问题的解决具有可贵的引领示范价值。

In the key developing era of upgrading and innovation in our country, government＇ s credibility that are questioned by the society and the public will become focus and be strengthened in the foreseeable future. The situation of unsystematic construction of integrity of China＇ s e-government, no prominence, and false and non-thor- ough rectification is still serious. For the first time, Foshan municipal government tries to explore a new path of gov- ernment dishonesty risk list management from the dimensions of the units and individuals, in order to form a system- atic and scientific system of integrity credit directory of a municipal government directly in the developed area, and based on this, to build ＂developed Foshan city government credit information platform＂, to establish the credit management measures and government credit incentive mechanism, to strengthen the supervision of administrative acts of dishonesty by credit, and to form a powerful starting point guard against government dishonesty. This will be of great value to solve such problems as innovation of construction of local government credit construction mode, and making up of the weak link of theory and practice in related areas.
