摘要
近年来,北京市郊区对农村集体经营性建设用地集约利用开展创新性探索,创造了乡镇统筹集约利用集体经营性建设用地的新模式。乡镇统筹集约利用集体经营性建设用地的的核心是建立乡镇统筹平台,实现集体经营性建设用地利用的收益的均衡分配,体现了激励相容机制设计的思想。以北京市大兴区西红门镇工业大院改造为例,运用博弈理论,分析乡镇统筹集约利用农村集体经营性建设用地的合理性和必然性。
In recent years, there have been many innovative explorations to intensive use the rural collective con- struction land in Beijing suburbs. It created a new mode of intensive use of collective construction land commercial purposes, which was called the villages integrated by township platform. The core of the villages integrated by township platform is to estabhsh the villages and towns as a whole platform, to realize the collective business bal- anced allocation of construction land use benefits. In the paper, it takes Beijing Daxing district Xihongmen town achieved industrial compound modification for example, using the game theory analysis the villages integrated by township platform to intensive utilization of rural collective construction land commercial purposes of incentive compatibility mechanism design, revealing the rationality and necessity of township-level mechanism.
