农村发展外资项目的理论基础与应用

Theoretical Basis of Developing Foreign-funded Projects in Rural Area and Its Application

改革开放以来,我国农业部门和扶贫领域实施了一批国际多边和双边机构的援助项目,这些项目为我国农业和地区经济社会持续、稳定、快速发展做出了重要贡献。在执行项目的同时,国际上规范的、先进的、科学的项目管理理念,也随着援助专家以"引智"的方式引进到中国。笔者通过农村发展项目,阐述了逻辑框架规划法、参与式农村评价和结果导向监测评估的理论概念,结合实际分析了这些理论的运用方法,提出了在实际应用中需要注意的几点建议。

Since the reform and opening up, a batch of international multilateral and bilateral agencies assistance projects have be implemented by the agricultural departments and in the poverty-reduction fields in China and these projects have made great contribution towards the sustainable, stable and rapid development of the agriculture and the regional economy and society. With the implementation of these projects, the standardized, advanced and scientific project management ideas were also be introduce into China from foreign countries together with the assisting experts by the way of introduction of foreign knowledge. Based on the rural development projects, the theoretical concepts of the logical framework programming, participatory rural appraisal and results-oriented monitoring and evaluation are elaborated and in combination with the actual condition, the way how to use these theories is analyzed and several points of suggestions attentions should be paid to in the practical application are put forward.
