袁保恒与河南“丁戊饥荒”——以筹款为视角的研究

Yuan Baoheng and the Famine in the Late of 1870s in Henan: From the Perspective of Fundraising

光绪初年的"丁戊饥荒"中,河南、山西等地受灾严重。因河南地广人稠、受灾面广,赈务异常繁重。袁保恒奉命回籍,帮办河南赈务。在帮办赈务期间,他上书朝廷,争取清廷拨款,并多方寻求东南各省的援助,积极从本省筹款,廉洁奉公,鞠躬尽瘁。在袁保恒的努力之下,筹款取得一定成果,缓解了河南赈灾的压力,为河南"丁戊饥荒"做出了不可磨灭的贡献。

The famine occurred in the early years of Guangxu was a serious disaster for Henan and Shanxi province. Because of a large populated land and damaged area, the task of disaster relief was arduous for the local government. Yuan baoheng went back to Henan with the task from the central government to help the local disaster relief. In this period, he worked hard to petition funds from the Qing government, ask help from the eastern and southern provinces and raise founds form the local places. With great effort, he made some achievements and the pressure was alleviated. Yuan made great contribution for the famine in Henan.
