Trade Facilitation of the Silk Road Economic Belt:Theory, Practice and Advance

实施和推进贸易便利化已经成为促进丝绸之路经济带经贸合作的紧要任务,也是当前世界多边贸易体制谈判的焦点之一。2014年11月,在"巴厘一揽子协定"框架下,世界贸易组织通过《全球贸易便利化协议》为实施和推进丝绸之路经济带贸易便利化奠定了制度基础。该文通过分析丝绸之路经济带贸易便利化的内涵与特征,阐释丝绸之路经济带贸易便利化的理论源泉,包括自由贸易理论、交易成本理论、区域经济一体化理论和博弈论,结合全球贸易便利化的实践经验,指出贸易保护、通关改革困难、区域经济发展不平衡和利益分歧是推进丝绸之路经济带贸易便利化的主要制约因素,提出贸易便利协调机构日常化、贸易便利关注内容专业化、贸易便利信息平台化、贸易便利规则技术化是推进丝绸之路经济带贸易便利化的主要措施。

The implementation and promotion of trade facilitation has become an urgent task of promoting the economic and trade cooperation of the Silk Road Economic Belt（SREB）, and has also been one of the focuses of the current world multilateral trade negotiations. Under the framework of Bali Package, the World Trade Organization （WTO） made the foundation of institution for the implementation and promotion of trade facilitation of the SREB by ＂The Global Agreement on Trade Facilitation＂ in November, 2014. Through the analysis of connotation and characteristics, this article interprets the theory source of trade facilitation of the SREB, including the theory of free trade, theory of transaction cost, theory of regional economic integration and game theory, combing with practical experience of global trade facilitation, points out that trade protection, customs clearance reform difficulties, the unbalanced development of regional economy and the interests differences are the main restricting factors to promote the trade facilitation of the SREB, and puts forward that coordination mechanism daily, focusing content specialization, information platform, rule technology of trade facilitation are the main measures for the promotion of trade facilitation.
