武汉城市治理与社会组织的发展

Urban Governance and the Development of Social Organization in Wuhan

十八届三中全会提出创新社会治理,推进国家治理体系和治理能力的现代化,改进社会治理方式,激发社会组织活力,强调社会组织在社会治理的作用。城市治理是个综合性的问题,社会组织参与城市治理还存在许多的困难和阻碍。本文研究发现,武汉城市治理存在着诸如多元主体协同水平低、官员治理能力有限、社会组织发展不完善等问题。在城镇化的快速推进背景下,充分发挥社会组织在武汉城市治理中的作用、完善城市治理结构和社会组织法制建设、加强社会组织自身建设,对于促进社会组织参与城市治理、承担更多的治理责任,从而达到政府、社会组织和个体三者相互协调的治理体系具有重要的作用。

The Third Plenary Session of the eighteen proposed the innovation of social governance, promoting that modern-ize the national governance systems and governance capacity, stimulate the vitality of social organization. Also it emphasized the role of social organizations in social governance. Urban governance is a comprehensive issue, there are still many difficul-ties and obstacles in involving social organizations in urban governance. This paper find out that there exist many problem of urban governance in Wuhan such as low level cooperation of multiple subjects, limited official governance, imperfect organiza-tional development and so on. In the background of the rapid progress of urbanization,we should give full use of social orga-nizations in urban governance, improve the urban social structure and legal system building organizational governance and strengthen self-construction of social organizations,these will plays an important role in promoting social organizations to par-ticipate more and take more responsibility in urban governance, so as to achieve the coordinated governance system of ＂gov-ernment, social organizations and individuals＂.
