高校发展规模的巨型化、治理主体的多元化、职能扩展的多维化以及矛盾冲突的复杂化,使统筹在高校治理中的地位与作用日益凸显。为了促进高校治理主体的有机协作,确保治理活动的有序开展,实现治理目标的有效达成,在高校治理中加强统筹,需要围绕类别、层级、职能、环节、内外关系以及利益相关者等不同层面具体展开。高校治理中的统筹策略,以树立积极的统筹观念为先决条件,以明确统筹主体为关键环节,以构建多样的统筹机制为核心要义。

With the enlargement of university,the diversification of governance subjects,the multidimensional development of the function of university and the complicatedness of contradictions and conflicts,overall planning plays an increasingly important role in university governance.The overall planning of university governance can be enhanced from the perspectives of type,level,function,process,internal-external relationship and stakeholders,in order to promote the cooperation between governance subjects,ensure the orderly development of governance activities,and achieve the goal of university governance.The notion,subject and mechanism are three key areas for the overall planning of university governance.
