摘要
本文运用熵权法构造复合环境污染指数,并将其纳入建设用地利用效率模型(DEA)中,在考虑环境问题的基础上测度了2003年至2012年西安市建设用地绿色经济效率。研究结果表明:西安市建设用地利用基本有效,整体处于比较高的水平,但固定资产投资和建成区面积出现的冗余比较高,仍处于规模收益递增的状态,还需进一步加强环境保护,加大资本和劳动力的投入,同时提高投入要素的利用效率,实现经济全面、协调、可持续发展。
This writing sets up complex environment pollution index by using entropy method, introduces it into the model of construction land utilization efifciency measurement (data envelopment analysis) , and measures the green economy efifciency at Xi’an city from 2003 to 2012 based upon environmental issues. The results show that: the construction land utilization efifciency at Xi’an city was basically valid, overall at a relatively high level, but the ifxed asset investment and built-up area appeared high redundancy, and construction land utilization was still in the state of increasing returns to scale. We need to further strengthen environment protection, increase capital and labor inputs, and at the same time improve the efifciency of elements utilization to achieve coordinated and sustainably developed economy.
