检维修作业监护管理在炼化企业基层的实践与思考

PRACTICE AND THINKING ON MONITORING MANAGEMENT DURING OVERHAUL IN REFINERY ENTERPRISES

炼化企业检维修作业具有高风险性,将危及生命的各类风险和危险因素处于可控状态是检维修工作的重要环节。监护人作为现场管理的最后一道防线,对保障施工作业安全起着重要的作用。辽阳石化分公司烯烃厂采取"走动—确认—观察—沟通—监督—不间断"六步法,结合检维修作业监护管理模式,规范监护管理,打造新型监护队伍,取得了良好效果。论述了检维修作业现场监护管理现状及实施"六步法"后的成效,对炼化企业现场安全管理具有一定的借鉴意义。

High risks exist in the overhaul work of refinery enterprises. So it is an important link to keep risks and dangers which harm lives being controlled during overhaul. Surveillants play a significant role in safeguarding the safety of overhauling as the last line of defense in site management. Six surveillance steps which consist of patrolling,confirming,observing,communicating,supervising and uninterruptedness are taken in Olefin Plant of Liaoyang Petrochemical Company. Combining with the supervision management mode of overhaul,good results are achieved through standardizing supervision management and building new supervision personnel. This paper expounds the present situation of on-site supervision management for unit's inspection and maintenance and the effects after the implementation of the six surveillance steps,which has certain significance for the site safety management in refining enterprises.
