自主创新能力和企业核心竞争力是我国经济社会健康发展的重要保障。为此,《国家中长期科学与技术发展规划纲要(2006—2020年)》(以下简称《纲要》)制定"加强对引进技术的消化、吸收和再创新"政策,力图加强引进消化吸收再创新,突破重大关键、共性技术,支撑经济社会的持续协调发展。技术引进政策显著提升了国家的整体技术能力,促进了产学研合作开展技术创新。本文就我国技术引进政策体系建设落实情况、进展与成效以及领域专家对《纲要》未来实施过程中提出的重要建议进行了综合报道。

Independent innovation capability and core competitiveness of enterprises is an important guarantee for the healthy development of China＇s economy and society. “National medium and long-term science and technology development plan outline （2006-2020）” set “to strengthen the digestion and absorption and re-innovation of imported technology” policy, to strengthen the introduction of digestion, absorption and innovation, breakthroughs in important and common technology, supporting sustainable development of economic and social. Technology import policy significantly increased the nation＇s overall technical ability, promotes the technological innovation. In this paper, we presented a comprehensive report.about the construction of China＇s technology import policy system implementation, progress and results, as well as experts in the field of the key recommendations “outline” future implementation process.
