Strategic Emerging Industries are the most prominent civil--military integration industries because they contact with the research and manufacture of military products of national defense industries intimately. It efficiently acts on mobi- lization preparations of national defense technological industry to promote integration of strategic emerging industries from technique facet. What is technique integration of strategic emerging industries？ How to measure it？ What are the empha- ses to advance the integrating course？ The driving factors and measuring index are discussed in this paper, starting with the relationship of industry integration and technique integration, which aims to provide a little theoretic thought about building an integrative defense industry foundation.
