摘要
冲突管理理论和治理理论为社会组织参与社会冲突管理事务提供了强有力的依据。从现实层面看,转型社会时期冲突成为显像和常态,政府管理冲突存在的失灵和低效问题客观上需要社会组织的积极参与。相对于政府,社会组织自身的各种优势,使其能够分担和发挥一些政府力所不及、意愿不强、需要协助甚至是被忽视的作用。尽管如此,这也仅仅是美好的理论设想,对冲突管理的现实考察发现,社会组织实际参与的空间、层次、范围和阶段具有明显的局限性,这与它自身存在的一些不足有关。适应国家治理能力和治理体系现代化、创新社会治理体制的新形势,加快社会组织的建设和发展,改善社会组织管理模式,克服存在的不足,才能充分发挥社会组织在冲突管理中的作用,实现与政府的呼应互补。
Theoretically, the theory of conflict management and governance provides a strong basis for social organizations to participate in conflict management. Practically, conflict became very frequently in the period of social transition. Furthermore, the existence of failure and inefficient from the government objectively needs social organizations to participate actively. Relative to the government, the advantages of the social organization make itself play some roles that the government hasn't enough ability to do, hasn't strong desire to do, need help to do and even neglect to do. Despite this, it is only a good theoretical assumption, social organizations has obvious limitations of the space, level, range, and phase from the reality of conflict management. The reason is various shortcomings that come from social organizations of their own. In order to adapt the national governance capacity and governance system modernization, and the innovation of social management system, there need to speed up the construction and development, improve the management mode and overcome the shortcomings of social organizations. Thus, social organizations can play the roles fully and achieve the echo and complementary with the government in conflict management.
