小农水重点县财政投入资金绩效评价——以江苏省常州市武进区为例

Performance evaluation of financial input for major counties of building small irrigation and drainage system——a case study of Wujin District of Changzhou City in Jiangsu Province

开展农田水利财政资金绩效评价工作,有利于提高资金的使用效果,促进公共财政政策的带动效应。构建绩效评价指标体系是进行绩效评价的前提。选取江苏省常州市武进区中央财政小型农田水利重点县项目绩效评价工作为研究对象,分析了财政资金使用经济性、效率性和效力性,以及项目绩效评价工作面临的问题,提出了推进绩效评价主体的多元化、绩效评价的制度化以及绩效评价体系科学化的建议。

Performance evaluation of financial input to small irrigation and drainage system is beneficial for improving the using effect of funds and promoting the driving effect of public financial policies. Indicator system is the precondition for performance evaluation. As one of major counties of building small irrigation and drainage system for central financial support, Wujin District is selected as the study object to evaluate economy, efficiency and effectiveness of fund use and challenges encountered during performance evaluation of the project. Recommendations are given in terms of diversifying main bodies of evaluation, standardizing evaluating system and carrying out performance evaluation in a scientific manner.
