水利水电工程建设征地土地补偿政策调整研究——以四川省为例

Adjustment of policies for compensation of land acquisition in water and hydropower project construction——a case study of Sichuan Province

目前,全国各省(自治区、直辖市)水利水电行业建设征地土地补偿政策不完全相同,与其他行业征地土地补偿政策之间的衔接程度不完全一致。以四川省为例分析了水利水电行业建设征地与其他行业的差异。为缓解水利水电行业建设征地土地补偿政策与其他行业不一致造成的矛盾,同时解决目前水利水电行业建设征地土地补偿政策存在的问题,在全国各省(自治区、直辖市)两项政策衔接实践及相关研究成果的基础上,提出了对全国水利水电行业建设征地土地补偿政策进行调整的必要性和可行性,并以四川省为例提出了具体调整方案和建议。

Policies for compensation of land acquisition in water and hydropower project construction are not the same in provinces of China. Therefore, Sichuan Province is selected for making analysis on difference of land acquisition in water and hydropower project construction with other industries since no integration has been made in policy-making of different industries. In order to solve the problem with land acquisition in water and hydropower project construction due to the discrepancy among policies of different industries, the necessity and feasibility of making adjustment of national policies are raised based on practices of provinces and outcomes of researches. Specific options and suggestions are worked out by taking Sichuan as an example.
