广西径流式防洪水库淹没特点及处理方式探讨

Inundation features of run-of-river reservoirs for flood control in Guangxi and measures

根据广西径流式防洪控制性水库大藤峡、老口、洋溪的防洪任务和调度要求,分析径流式防洪水库产生临时淹没的原因和特点。临时淹没指标均较大,可达正常淹没的3~4倍甚至更多。从经济、管理上看,临时淹没不宜按正常淹没一样对待。提出采取兴建临时避洪设施、发生临时淹没时组织转移、临时淹没损失发生一次补偿一次的方式,并对临时淹没补偿资金来源给出建议。同时建议国家出台关于临时淹没处理的相关政策法规。

Reasons and features of run-of-river reservoirs for flood control are examined in line with flood control tasks and regulation requirements of reservoirs such as Datengxia, Laokou and Yangxi in Gaungxi. The indices of reservoir submerge are all relatively high that range 3 to 4 times of normal inundation or even higher. From economic and management points of view, temporary inundation shall be treated as normal cases. It is suggested to give compensation case by case and build temporary facilities and organize emergency relocation for flood relief. Suggestions are made for fund raising and policy making of government regarding to temporary inundation.
