As the fundamental fight of citizen in China, development right is the primary value to realize the educational justice. It is the basic premise and important value of vocational education reform to ensure students＇ fair development fights, which not only relates to the concept and culture issues of the whole sociew, but also relates to the adjustment of education policies and the reasonable construction of vocational education system. It is of great significance for resolving the further development dilemma and realizing all-round development target of vocational education students to understand various practical constraints. In the reform and practice of vocational education, it is needed to adjust policies and systems continuously in order to protect the development of fights and interests and then realize freedom, comprehensive and sustainable development of vocational education students.
