基于基准价法的土地利用总体规划编制取费标准研究

针对目前国家特别是黑龙江省缺乏土地规划类项目取费标准和依据的现状和实际,本文从地区禀赋、技术服务内容、工作要求、外部条件等方面入手,搭建规划编制工作量与经费挂钩的标尺,确定了市、县级规划编制取费基准价、困难类别调整系数、动态调整系数,构架了规划编制取费判定框架,为规划编制取费标准制定提供理论参考。

Our country especially Heilongjiang Province has not made specific requirements of charging standard of land use plan- ning. This article from the regional endowment, technical services, job requirements, and other aspects of external conditions, estab- lished the overall land use planning effort and funds linked to the ruler, identified the city and county planning charging of the benchmark price, difficulty adjusting coefficient category, dynamic adjustment factor, established to take charge quantization index system, constructed suitable for planning the project with its own characteristics benchmark price method to take charge mode, for planning charging standard development to provide theoretical reference.
