The Investigation and Study on the Status of Rural Land Circulation in Datong City

通过系统总结山西省大同市近年农村土地承包经营权流转的现状,分析了流转方式、去向和所取得的成效,概括了政策引导、项目整合、确权试点、创新机制4个方面的做法,研究和分析了面临的问题,提出了强化政策宣传、坚持引导和规范并重、加强土地流转管理和服务3个方面的综合对策。

This paper summarized the present situation of the contracted management of rural land circulation in Datong city recent years, analyzed the circulation way, the whereabouts and the results, outlined the four aspects of practice of policy guidance, project integration, pilot of permissions determine and innovation mechanism, did research and analysis of the facing problems, putted forward three aspects of the comprehensive countermeasures which were strengthening policy propaganda, insisting on paying equal attention to guide and standardize and strengthening the land circulation management and service.
