十八届三中全会提出探索实行官邸制,这既是完善干部住房制度,深化政府自身改革的重要措施,也是遏制少数腐败官员"以权谋房"的重要手段。探索实行官邸制,不仅要全盘统筹、科学设计,还要从官邸制的适用范围、建造标准、资金筹措、试点推行、政策配套等多个方面提出具体的实施路径。

The Third Plenum of 18th CPC Central Committee called out to seek to implement official residence system, which is not only an important measure to perfect cadres housing system and deepen government reform, but also an important means to prevent a small number of corrupt officers from obtaining houses unlawfully by exercising power. Seeking to implement official residence system needs co-ordinating comprehensively and designing scientifically, and the specific implementation path of official residence system must be put forward in sides of range of application, construction standard, fund raising, the implementation of the pilot, supporting policies, and so on.
