论我国涉法涉诉信访发生的原因及法治化路径

On the Legalization Path of Petition Involving Law and Litigation in China

涉法涉诉信访是长期困扰我国司法机关和信访机关的一大难题,其产生是多方面原因共同作用的结果。要想从根本上解决这个问题,必须将其纳入法治的轨道,将有关诉求诉权化,并辅之以信访体制的改革和舆论的引导。

Petition involving law and litigation is a major problem puzzled the country＇ s judiciary and petition authorities. It is the result of many reasons for joint action. To solve this problem fundamentally, it must be incorporated into the legal track ,make the demands to appeal, and complemented by the reform of petition system and the guide of public opinion.
