分析了我国关键核心技术管理体系存在重技术开发轻技术保护管理的问题,并通过在国家安全视角下构建国家关键核心科技安全管理体系的运行模式,进一步提出通过设立国家管理机构、完善相关保护法规、企业组建关键核心技术评估系统等措施和路径,维护和完善国家安全构建关键核心技术管理体系。

This paper analyzes the key core technology management system of protection of technology develop- ment light technology management prohlems, and through the national security perspective to build national key core technology and safety management system operation mode, further put forward by setting up a national man- agement organization, perfecting the relevant laws and regulations, to form the key core technology assessment sys- tem and other measures and paths, maintenance and improvement of the national security building key core technol- ogy management system.
