摘要
立足首都发展阶段性特征和水务发展特点,在分析新时期水务发展环境与机遇、水安全形势与挑战的基础上,对"十三五"时期北京水务规划的编制及相关重大问题进行了深入思考,提出在编制总体思路上应坚持辩证思维、系统思维、立体思维和开放思维,同时对规划编制提出了五点建议,即促进"多规融合"、优化规划体系架构、突出水资源保护、注重新技术应用和加强规划前期研究。
An in-depth analysis is made on key issues related to preparation of the 13th Five-Year Plan on Water Affair Development of Beijing Municipality, considering the features in development period of the city and water affair development, by evaluating chances and opportunities of water affair development and challenges brought by water security. It is recommended to keep on the principle of dialectical, systematic and stereoscopic thinking and open minded. At the same time, suggestions are made for the preparation of the plan, including integration of overlapped rules and regulations, optimization of framework of planning system, focusing on water resources protection, application of new technologies and earlv-staae studies.
