Ethical Dilemmas Facing the Management-Focused Social Governance and Corresponding Solutions

根植于工业文明的管理型社会治理具有效率优先、程序正义、民主平等、依法行政等理性精神。但它的"价值中立"原则、"官僚科层制"治理架构及"技术至上"治理路线,使其在社会治理的过程中表现出对伦理的排斥。因此,必须实现向服务型社会治理的伦理转向。在服务型社会治理中,伦理因素逐渐成为引导社会治理前行的基础力量,社会治理与伦理的内在契合成为现实,从而使其处处表现出伦理化的治理倾向。

The management - focused social governance rooted in industrial civilization is of rational spirits such as giving priority to efficiency, procedural justice, democracy and equality, and rule by law. However, due to its principle of ＂value neutrality＂, the structure of ＂bureaucracy＂ and ＂technology-oriented＂ guidelines, ethics are somewhat excluded from such social governance. Therefore, we must complete the ethical turn to the service -focused social governance. By achieving service -focused social governance, ethical considerations will become the fundamental power guiding the social governance, harmony between social governance and ethics will be realized, and the social governance will tend to be ethical in every way.
