基于反馈控制函数视角的麻醉药品闭环管理模式分析

在分析我国现行麻醉药品监管体系发展历程、现状及存在的问题的基础上,运用反馈控制函数证明了在当前环境下现行麻醉药品监管模式具有一定不足,使得预期监管目标的实现具有较大不确定性。为完善现行麻醉药品监管模式,建议纳入"第三方麻醉药品使用合法性、合理性评价体系"形成双闭环管理模式,使得两个反馈环节相互监督与互补,积极做好反馈工作。同时应完善麻醉药品监管机制,增强对麻醉药品管理全过程的监管。

On the basis of analysis of the development process, current situation and problems of China＇s current regulatory system of narcotic drugs, using feedback control function we determined that there are some deficiencies of the existing regulatory model of narcotic drugs in the current environment, resulting in the greater regulatory uncertainty of the achievement of the expected goals. To improve the existing regulatory model of narcotic drugs, we recommended that ＂the evaluation system of the legality and rationality of the third party using narcotic drugs＂ should be included to form a double-loop management form, enabling the two feedback loops to supervise and complement each other, and improving feedback work positively. The regulatory mechanism of narcotic drugs should also be improved to strengthen the supervision of the management of the whole process of narcotic drugs.
