信息透明 质量保障 社会公正和国际化——从布鲁金斯学会看美国高等教育政策动态 被引量:3

Information Transparency, Quality Assurance, Social Justice and Internalization——U.S. higher education policy trends from the perspective of Brookings Institution

摘要 信息透明、质量保障、社会公正和国际化是美国顶尖智库"布鲁金斯学会"高等教育政策研究的焦点议题。强调办学成效信息的收集和公开,以更好服务消费者的教育决策需求;以教育过程投入、学术制度建设、教育-社会联系等为支柱,特别以改进大学新生质量和教学评估为抓手,建立全面的人才培养质量保障制度;入学机会、财政资助、实践机会等方面的政策更多向社会不利人群倾斜,以促进社会流动和社会公正;充分发挥高等教育国际化对于推动地区经济发展和国家软实力扩张的功能。完善我国高等教育政策研究和实践应加强以消费者导向的高等教育信息透明制度建设;以质量保障深化高等教育公平政策;以国际化推进高等教育改革的效益最大化。 Information transparency, quality assurance, social justice and internalization are the focus of the higher education policy research released by Brookings Institution, which are the top tank in U.S.. They highlight the following topics of higher education policy development in U.S.: information transparency on higher education achievements and value-added to serve the consumers' educational decision-making better; quality of college freshmen and alternative teacher assessment methods; financial aid, admission and persistence opportunities for students from the under-privileged to improve social mobility and justice; contribution of foreign students to urban manpower and economic development. Hence, suggestions are put forward to deepen the reform of China's higher education: strengthening the consumer-oriented higher education information collection and release systems; adjusting higher education equity policy based on universal quality standards; maximizing the efficiency of China's higher education internationalization endeavor.
