长三角区域海洋产业发展变动对比研究——以苏浙沪为中心

Comparative Study on Marine Industry Development Changes in Yangtze River Delta Region——Using Jiangsu,Zhejiang and Shanghai as the Center

以长三角两省一市为研究地域,从静态和动态两方面对比分析苏浙沪区域海洋产业发展变动特征。静态方面,通过苏浙沪2002—2012年不同阶段海洋产业产值的变化及资源支撑性海洋产业资源分布特点,了解苏浙沪海洋产业发展格局,结果表明,江苏相较于浙江和上海产业总产值增幅明显,苏浙沪整体海洋产业向均衡化发展。动态方面,通过产业结构变动值和区位商,分析苏浙沪海洋三次产业结构变动特点以及主要海洋产业空间集聚状态,结果表明,苏浙沪海洋产业结构主体往"三二一"方向发展,苏、浙海洋产业结构变动明显,海洋结构优化政策效果显著,上海海洋产业结构比较稳定,发展重点转向海洋高新科技产业;海洋产业集聚方面,苏浙沪第二、第三产业基本形成集聚状态,各主要海洋产业随着区域发展专业化水平明显提升,整体向集聚方向发展。

Taking Jiangsu, Zhejiang and Shanghai as the research area, characteristics of regional marine industry development changes are comparatively analyzed from both static and dynamic aspects. In the static aspect, through the change state of marine industry output value （2002--2012） and the distribution characteristics of marine industry based on marine resources of Jiangsu, Zhejiang and Shanghai, the development structure of marine culture in Jiangsu, Zhejiang and Shanghai are learnt; the results show that compared with those of Zhejiang and Shanghai, marine industry output value of Jiangsu increased significantly; marine industry of Jiangsu, Zhejiang and Shanghai as a whole is moving to the balanced development. In the dynamic aspect, through changes in the value of the industrial structure and location quotient, characteristics of three changes of marine industrial structure and the spatial agglomera- tion state of the major marine industries are analyzed; the results show that the marine industry structure of Jiangsu, Zhejiang and Shanghai is basically developing to ＂321＂ direction; the marine industrial structure of Jiangsu and Zhejiang change significantly; and effect of marine structure optimization policy is remarkable. Marine industrial structure of Shanghai is relatively stable, and the focus turns to the development of marine high-tech industries. In the aspect of marine industry agglomeration, the secondary and tertiary in- dustries have basically formed the agglomeration state; the major marine industry has improved its specialization significantly with the regional development and is developing to the direction of agglomeration as a whole.
