以"量化改革、协商改革和交办改革"为特征的改革初始设计导致了行政审批改革的路径依赖和边际效益递减。加快简政放权,全面正确履行政府职能,需要推进行政审批改革的二次设计。"二次设计"以建立与有中国特色社会主义市场经济相适应的行政审批制度为目标,设立权威部门主导改革,在全面清理行政审批事项的基础上,以行政审批权责清单制度为抓手,以行政审批标准化为依托,建立审批和服务事项代码库,加快推进网上行政审批服务,以法治思维规范行政审批的中介服务,最终给政府的行政审批权力"打造一个制度的笼子"。

With the characteristics of quantization reform, consultation reform and delegation reform, the 1 st design of ad- ministrative examination and approval reform has led to the problems of path dependence and marginal effect de- gression. It is necessary for us to promote the 2nd design for such reform to accelerate the streamling administra- tion and decentralization and to overall exercise government functions correctly. Aiming to establish an administrative examination and approval system with Chinese characteristics and adapting to the socialist market economy, based on comprehensively cleaning up examination and approval items, listing relative powers and respon- sibilities and supported by standardized processes, the 2nd design should set up an authoritative department to lead the reform, build up an examination and approval items databank, speed up online services, and standardize intermediary services from the view of ruling by law, and finally forge an institutional cage for government administrative examination and approval powers.
