From Strategic Responses to Administrative Absorption: Transformation of Local Government Response Mode

地方政府不仅面临上级的考核压力,同时也处于社会的场域之中。各地出现的决策咨询委员会显示地方政府回应社会的方式逐步从权宜之计转变为行政吸纳。行政吸纳兼具行政主导性和民意吸纳性的双重特征。中央统辖权和地方治理权的矛盾以及社会压力和政府摆平的矛盾是政府采用行政吸纳式回应方式的组织逻辑。虽然行政吸纳使地方政府化被动为主动,但是行政吸纳中行政主导性和民意吸纳性使其具有内在不兼容性,面临进一步发展的困境。

The local governments face not only bureaucratic structure as well as social pressure. The paper argues that the way of response changes to administrative absorption. Administrative absorption has the property of administra tive structures and opinion absorption. There are two kinds of reasons of the changes. One is the contradiction of the central governance and local governance, so the local governments choose administrative absorption. On the other hand, the unlimited of social demand and the limit of the ability of local government push the local government to let the public take part in the public policy. It is good for local governments to enhance the political legitimacy. However, the development of administrative absorption faces a lot of challenges.
