清代纲法制下河东与淮南食盐运销制度比较

Comparing Hedong Salt Distribution System with that of Huainan Under the Rule of Law in Qing Dynasty

河东和淮南盐区是中国历史上声名显赫的盐产地。该文选择河东与淮南盐区的运销制度进行比较,是基于其在运销模式上的差异性和典型代表性及同处于清代纲盐法的制度框架之下的共性。立足清纲盐法之背景,通过梳理商人运销制度的变迁,以便更清晰的认识河东"引地包销制"和淮南只分占引岸、不指定引地的"引岸制"运销模式的差别。进而从两地运销制度的利弊、成本收益以及对食盐市场的不同影响进行分析,可以更清晰地看出制度形成和分化中的政府选择对商品经济和市场运行产生的影响。

The salt districts in Hedong and Huainan are prestigious in the Chinese history. Based on the similarities and typicality of the sales modes and the same characteristics with the system frame of Qing Dynasty Salt Law, the paper compares the sales systems between Hedong and Huainan salt districts. At the background of Qing Salt Law and through figuring out the transition of sales system, the research clears out the differences of business modes between deploying the ground to guarantee the sales in Hedong and bank occupation without the appointed ground in Huainan. A further investigation is conducted into the advantages and disadvantages of the sales system, costs and benefits and the various influences towards the sale industry market between the two districts. From this study, the formation of the system and the influence by differentiation of the government towards com- modity economy and market operation can be cleared understood.
