高等教育是培养人、造就人的事业,通过对人的教育和影响,中国共产党充分认识到高等教育对于改善民生的重要价值,创办高等教育的重要目标就是为改善民生,这点在新中国成立前就得到了显现,新中国成立后的高等教育在满足人民的受教育权利等方面发挥了巨大作用,改革开放以来,党和国家将教育列为我国社会民生建设之首,高等教育受到更多的关心与关切,其社会民生价值更加凸显。

Higher education is a career which is meant to cultivate and bring up successful persons to a country. By education and influence on human being, the Chinese Communist Party realizes thoroughly that the higher education has a vital value to the improve- ment of people＇ s livelihood. The critical purpose of establishing higher education is to improve people＇ s livelihood, which has been demonstrated before the founding of PRC. After the founding of PRC, higher education plays a great role in satisfying the people＇ s right of accepting education. After the implement of reforming and open - up policy, our Party and government make the education on the top of the list of establishing social livelihood. Higher education has obsessed more care and concern than ever before. Its value on social livelihood has also been stressed that before.
