该文以美国俄亥俄州立法过程作为西方地方立法过程的个案,从议案入手,对俄亥俄州议案的起草,议案的三读及议案的签署成为法律的立法过程加以介绍和分析。尤其是对其地方立法工作中较有特色的立法服务委员会,听证会有较详细的介绍。通过对这一个案的研究,有助于我们吸收和借鉴西方国家地方立法工作的一些经验和作法,不断完善我国的地方立法工作,促进我国社会主义民主法制的建设。

Based on the process of legislation in Ohio of USA, as a case, this article begins with the bill, introduces and analyzes the process of the drafting, reading and signing of the bill in Ohio. By researching this case, we can absorb and draw lessons from the achievement of the local legislation in westem country, and better our own local legislation work.
