摘要
空气污染议题触碰到了国家治理正在和将要面临的几个重要问题,即经济发展与环境可持续性的关系问题、国家治理体制及其困境问题以及风险社会下的国家与社会关系问题。空气污染议题展现了现代国家在治理尺度上向上、向下以及向外三个维度的变化。在此背景下,国家应有的功能形态和角色定位应该更多地向保障型国家发展。
Air pollution has actually shed light on some crucial issues we are right now facing and will face in China,which mainly lies in： the tension between economic development and environmental sustainability, the potential problems of the current governance system and the complicated relationship between state and public in the risk society. These above mentioned dimensions make it necessary for us to reexamine our current governance system, and rethink the role of the state
