上海铁路局高铁基础设施综合维修管理新模式研究

Study on new mode of comprehensive maintenance management for infrastructures of high speed railway of Shanghai railway administration

我国高速铁路的快速发展对高速铁路基础设施的养护维修提出新的要求。文章基于现代管理学的理论,以管理的四个职能规划(Planning)、组织(Organizing)、人力资源管理(Leadership)、绩效管理(Controlling)为主线,从目标确定到实际组织、从生产过程到人员管理、从设备维修到绩效评价,提出了高速铁路基础设施综合维修管理的一种新模式。在上海高铁维修段的具体应用表明,该模式可实现高效、安全和节约成本等目的。

The rapid development of high speed railway in China put forward new requirements for the maintenance and repair of high speed railway infrastructure. Based on the theory of modern management, this paper put forward a new comprehensive repair and management model for high speed railway infrastructure by taking the four functions of management including planning, organizing, leadership, controlling as the main line, which covers from the target determine to the actual organization, from the production process to the personnel management and from equipment repair to performance evaluation. The model presented in this paper can realize the purposes such as high efficiency, safety and cost saving in the specific application of Shanghai high speed railway repair section.
