我国高校资助政策体系应从无偿资助为主向有偿资助、奖励资助转变。扩大有偿资助比例和范围,加大奖学金资助力度,减少无偿资助。既要发挥资助体系的扶贫解困功能,还要发挥其教育功能。

The college funding policy system of our country should be changed from free founding to onerous and rewarding funding .The scale and scope of onerous founding should be expanded ,the efforts of scholarship be intensified ,and free founding be reduced to help play not only the poverty alleviation function but also the education function of the founding system .
