利益相关者视角下行蓄洪区预警模式选择——以淮河干流蒙洼蓄洪区为例 被引量:2

摘要 在行蓄洪区预警功能分析的基础上,基于利益相关者的视角,提出了行蓄洪区内各利益主体的利益诉求分析框架,并以淮河干流蒙洼蓄洪区为例,运用实地考察法和关键信息人访谈法确定预警依据,提出了相应的预警模式。研究认为:行蓄洪区内的政府部门、群众、经济组织、工程设施等不同利益相关者在流域机构中的权、责、利有所差别,其利益诉求和应对行蓄洪区运用风险时的预警需求也存在着明显的差异;而现有的单一分级预警模式已无法实现淮河干流蒙洼蓄洪区的合理防灾减灾的预警功能。结合各利益主体的预警需求,根据行蓄洪区各地区间危险局地性差异及各利益相关者的风险时点性差异,应增加分区预警、分时预警,选择分级-分区-分时的精细化预警模式。 On the basis of analyzing the functions of early warning in flood storage district, the thesis put forward the analytical framework of all stakeholders'interests and demands in flood storage district from the perspective of stakeholders.Taking Mengwa flood storage district in the main stream of the Huaihe River as an example, this paper determined the early warning basis by using field investigation method and key informant interview method, and then put forward the corresponding early warning mode.The author considered that the government sector, the masses, economic organizations and engineering facilities in flood storage district, whose rights, responsibilities and interests were different, had obviously different interests and early warning requirements in dealing with the risk of using the flood storage district, while the current single grading early warning mode already could not achieve the early warning functions of reasonable disaster prevention and mitigation in Mengwa flood storage district.Combining the early warning demands of all stakeholders, according to the difference in flood danger among different regions of flood storage district, and based on the diverse risks that the stakeholders might meet, we proposed that the divisional early warning and time-share early warning should be added, and the precise grading, divisional and time-share early warning mode should be chosen.
