近年来中国经济增长的速度在放缓,国内外存在不同的解读声音。事实上,中国经济基本面是好的,存在巨大的增长潜力,至少表现在八个方面:城镇化的巨大经济拉动效应、与民生改善相关的公共消费型基础建设投资具有广阔的空间、环保产业发展潜力巨大、生产性服务业对经济增长有较大的促进作用、中国并存巨大的"后发优势"与"先发优势"、消费市场潜力巨大、对外投资空间巨大、农村土地制度改革将释放巨大的农业生产潜力。另外,中国的金融体制改革、投融资体制改革、收入分配制度改革、科教体制改革、财税体制改革、社会保障体制改革、区域经济体制改革,以及政府简政放权和法治化运作等,都将释放出巨大的经济增长潜力。

In recent years, of China＇s economic growth rate has been slowing down, and domestic and foreign scholars have different understandings and explanations. In fact,the fundamentals of China＇s economy operates well and great growth potentials still exist,which mainly come from eight aspects：the enormous pulling effect of urbanization on the economy;the broaden space in infrastructure investment which is closely related to public consumption and people＇s well-being;the great development potential in the environmental protection industry;the promotion of the productive service to the economy ;the coexistence of the late-development advantage and the early-development advantage in China;the big potential in China＇s consumer market;the overseas outbound investment potential and the agricultural productivity potential released owing to the reform of rural land system. Furthermore,seine other growth potentials are also indispensable,which include the financial system reform;the investing and financing system reform;the income distribution mechanism reform; the science,technology and education system reform;the fiscal and tax system reform ;the social security system reform;the regional economic system reform ,government streamlining administration and delegate power to lower levels, as well as the legalization operating of government.
