摘要 国际合作是一个与时俱进的合作模式,高校在国际合作过程中是比较活跃的主体。国际教育和科技合作是高校国际化的重要内容,云南高校应充分发挥自身地域优势和科技优势,积极开展与东南亚国家企业的教育和科技合作,推动科技产业促进区域经济发展。通过对现有文献的查询结果分析和对调查问卷的分析统计,认为双方合作的顺利开展,必须构建切实可行的保障体系,包括政策保障、组织保障、平台建设保障、管理体制保障、自身能力建设保障和人力资源保障。各保障条件之间不是孤立的,是相互依存、相互制约和相互影响的,保障机制的有效运行可以推动和促进双方教育科技合作的顺利开展。 International cooperation is a developing mode of cooperation, and University is the main body in the process. International cooperation in education and science and technology is an important part of University internationalization, so Yunnan college and universities should give full play of its ge- ographical advantages and technological advantages, and cooperate with enterprises in Southeast Asia countries in education and science and technology, and drive the technology industry to promote the development of regional economy. Based on the analysis of existing literature results and questionnaire investigation, in order to realize the cooperation between the two sides smoothly, We must construct the practical security system, including policy guarantee, Organizational guarantee, platform construction security, management system and guarantee, its capacity building and manpower support. The various security conditions are not isolated, on the contrary, they are interdependence, mutual restriction and mutual influence. The effective operation of the security system can promote the development of cooper- ation in education and science and technology smoothly.
