摘要
采用理论与实证相结合的方式对判别分析方法在公共研发机构绩效评价中的应用问题进行了探讨。首先在明确公共研发机构特点的情况下,从理论层面建立了绩效评价的概念模型,并筛选出了主要评价指标。然后将概念模型应用于陕西省29家公共研发机构进行实证分析,明确判别分析函数,并结合对评价结果的分析探讨了模型的适用性。最后针对我国公共研发机构绩效评价存在的问题,提出了相应的建议。
The authors of this paper discusses the application of discriminant analysis in the performance evaluation of public research institutions, with the help o{ theories combined with demonstrations. First they explain the characteristics of public research institutions, establish a con- ceptual model of performance evaluation at the theoretical level, and select the main evaluation indexes. Then they carry out an empirical analysis of the conceptual model by applying it to 29 re search institutions in Shanxi Province to, clarify discriminant analysis functions, and discuss the applicability of the model based on the analysis of the evaluation results. Finally, in view of the existing defects of performance evaluation of China's public research institutions, they put forward some corresponding suggestions.
