私立大学公益性维护:台湾地区的经验与启示

How to Maintain Private Universities' Public Welfare:Experience and Inspiration from Taiwan Region

合理的制度安排是实现私立高等教育公益性的前提和基础。为了有效维护私立高等教育的公益性,我国台湾地区不仅构建了完备的私立高等教育有关规定,对私立学校的性质、设立、内部管理体制、监督及其运作等各方面,均做出了具体而详细的"公益性强制",而且还通过完善的公共财政资助体系与健全的教育评鉴制度,为私立高等教育公益性的实现提供强有力的保障。正是健全的有关规定与完善的财政资助制度,使台湾地区私立高校的公益性得到有效维护。这些政策安排对于促进当前我国大陆民办高等教育公益性的实现,具有十分重要的借鉴意义。
