“Catalogue of Disciplines and Specialties”in Higher Education: Problems and Logic

摘要 学科专业目录是富有中国特色的高等教育产物,历经60年的发展,从人才培养规格演变为知识政策手段,同时也引发了学科建制的合法化、人才培养的同质化和组织建制的行政化等问题。出现这些问题的根源就在于混淆了以下五组逻辑关系,即计划逻辑与市场逻辑的颠倒、学科逻辑与目录逻辑的误解、问题逻辑与合作逻辑的缺失、学术逻辑与行政逻辑的错位以及应用逻辑与理论逻辑的反差。因此,只有把握好学科专业目录的特殊性和阶段性特征,按照其应有逻辑重新定位其性质和职能,才能实现制度的优化与改进。 " The catalogue of disciplines and specialties" is a product of higher education with Chinese characteristics. When being transformed from the talents' educational standard to the means of knowledge policy, there arise some problems such as the legitimatization of disciplinary institution, the homogenization of talents cultivation and bureaucratization of organization institution. The problems are the results of the confusion of five logic relationships including the reverse of plan and market logic, misunderstanding of disciplinary and catalogue logic, deficiency of problems and cooperation logic, misplacement of academic and administrative logic and contrast of practical and theoretical logic. Therefore, only when we have grasped the characteristics and periodical features of "the catalogue of disciplines and specialties", can we achieve optimization and improvement of institution according to the relocation of its property and function in their inherent logic.
