我国环境影响评价现状分析及提高方向

Current Research Status and Development Direction on Environmental Impact Assessment in China

介绍了国内外环境影响评价的现状,认为我国环境影响评价工作在实行范围、介入时间、评价的有效性、公众参与、评价制度可操作性及环评队伍水平等方面存在问题。提出应在硬件上提升评估机构的设备,加强对环评单位及专家库的管理,提升评估机构人员的业务能力,加强宣传和培训。

The current status of environmental impact assessment （EIA） in China and abroad was introduced. The problems of EIA in terms of its coverage, the timing, the effectiveness, the public participation, the feasibility of EIA, and the EIA human resources were examined. Suggestions of improving the equipment of the appraisal cen- ter, strengthening the management of the EIA undertaker and EIA experts, and promoting the ability of appraisal staff through training were put forward.
