以洱海流域生态功能区划在大理市城市规划战略环评中的应用为例,探讨了生态功能区划成果在城市规划环评中的应用。针对洱海处于富营养化转型的敏感时期和大理市新的城市空间发展格局调整,对洱海流域进行了生态功能区划,明确了各区主导功能。分析了规划与生态功能区划的协调性,提出了规划中的对策建议,从而为调整城市发展的方向和优化城市总体规划中的产业结构和布局,进而为大理市城市总体规划环评和政府决策提供科学依据。

The application of eco - functional zoning of the Erhai Lake watershed in the strategic environmental assessment （SEA） was taken ancase to discuss the role of the output of zoning in urban SEA. The eco - functional zoning of the Erhai Lake watershed was delineated in the sensitive time period of entrophication shift of Erhai Lake and adjustment of Dali spatial development. The functions of each zone were identified. The coordination between the zones of the Erhai Lake watershed and the master planning was examined. The countermeasures on improving the urban development and optimizing thespatial industrial distribution and industrial structure were put forward in order to provide a scientific reference for SEA of Dali urban master planning and policy - makers.
