摘要
随着我国轨道交通运行速度的提高和运行间隔的缩短,以及计算机技术和通信技术的大规模应用,安全问题显得越发的重要和复杂。如何制定适合我国国情的轨道交通系统安全性接受准则成为我们必须面对的重要课题。本文从安全原则的概念和作用出发,提出制定安全原则需要考虑法律体制、政治经济、科技发展和社会人文四方面因素。并且以此为指导,深入分析了目前国际上较为常用的三种安全原则,讨论了这些安全原则对我国国情的适应性。最后结合我国轨道交通的具体情况对于我国轨道交通系统安全原则的制定给出了三条建议,并在此基础上提出了可供参考的轨道交通安全原则。
Nowadays, rail transportation is promising in China. To fulfill the requirements of passengers and freight, train speed becomes faster. At the same time computer and communication technologies have been wildly used. Therefore, safety of rail transportation has turn to even more important and complicated. To assure rail transportation system can meet the safety requirements, it is necessary to define the safety principle in EN 50126-1999. The research shows that the definition of safety principle is decided by four factors: legislation, economy, technology and society. Based on this argument, the paper discusses three typical safety principles in the world and their appropriateness with the condition in China, providing suggestions on the definition of Chinese rail transportation safety principle.
