摘要
现行法律法规对标准解释没有做出明确规定。本文通过对法的解释的相关理论和规定的分析研究,阐述标准解释的含义、主体、效力、制定程序等,并提出在《标准化法》修改及相关制度建设中明确标准解释的建议。
The existing laws and regulations do not make specific provision on the interpretation of standard. Based on the analysis and research on relevant theories, laws and regulations, this article elaborates the meaning, subject, effectiveness, development procedures, etc., of standards interpretation, and sets forth the suggestions on explicit interpretation of standard in the revision of Standardization Law and relevant system construction.
