Contemporary Interpretation into Marxist Historical View of the Mass

人民群众是物质财富和精神财富的创造者,是社会变革的决定性力量。这是马克思主义群众史观的理念根基,是马克思主义党建理论的指南。马克思主义群众史观也是中国共产党执政的理论基础和实践导向,中国共产党领导人先后提出了"全心全意为人民服务"、"一切以人民利益作为每一个党员的最高准绳"、"权为民所用,情为民所系,利为民所谋"、"人民拥护和支持是党执政的最牢固根基"等执政理念,并在社会主义建设的每一个重要历史时期履行了自己的诺言。实践之树常青,一切理论都要随着时代的变化和实践的发展而丰富完善。在新的历史条件下如何进一步坚持和发展马克思主义的群众史观,是摆在执政党面前的又一重要课题。在充分肯定人民群众伟大作用的前提下,应当对人民群众的历史地位做出进一步的定位:人民群众是物质财富的创造者和拥有者;人民群众是先进文化的生发者和评判者;人民群众是一切公权力的监督者和选择者;人民群众是社会变革的主导者和受益者。这一定位对于促进社会和谐稳定、实现"两个一百年"的光荣梦想具有重要意义。

The mass as the creators of material wealth and spiritual wealth is the decisive force of social change, which is the foundation of Marxist historical view of the mass and the guidance of Marxist theory on Party construction. Marxist historical view of the mass is the theoretical basis and practical guidance of CPC. The leaders of the Party has put forward some ruling ideas, such as serving the people wholeheartedly, taking the interests of the people as the ulti- mate yardstick of each party member, exercising power for the people, showing concern for the people and bringing benefit to the people, the endorsement and support of the people as the most solid foundation of the ruling party. In practice, the Chinese communists fulfilled their promise in every important historical period of socialist construction. However, the prac- tice is under consistent changes and all theories should be enriched and perfected with the changes of times and develop- ment of practice. How to uphold and enrich Marx＇s history view of the mass in the new historical conditions is an impor- tant issue to solve for the ruling party. We should make the historical status of the masses clearer on the premise of the people＇s great role. The people are the creator and the owner of material wealth, the initiator and judge of advanced cul- ture, the supervisor and chooser of all public power, and the leader and beneficiary of the social change. It is meaningful for the promotion of social harmony and stability and the realization of Chinese dream.
