抗战时期陕甘宁边区私营工业的发展

Development of Privately-owned Industries in Shaanxi-Gansu-Ningxia Border Region during the Anti-Japanese War

陕甘宁地区的工业基础薄弱,整体水平很低。边区政府在中共中央领导下,充分利用边区原有发展资源,推动了边区内私营工业的发展。在边区遭受经济封锁和围困的情况下,私营工业依然获得长足进步,为缓解边区的经济困难,为带动边区各项事业的建设,作出了重要贡献。党和边区政府在调节劳资关系、直接投资、帮助引资、税收优惠等方面的特殊政策,自成体系,富有创造力,是私营工业在抗战期间获得蓬勃发展的最大动力。党和政府对于私营工业的政策,是新民主主义经济理论最好的实践支撑,也是中国共产党政治成熟的最好诠释。

Industries in Shaanxi-Gansu-Ningxia used to be very weak and backward. After the establishment of the border region, the municipal government fully made use of the original resources and propelled the development of privately-owned industries under the leadership of CPC. Privately-owned industries made great progress even under circumstances of economic blockade, which contributed greatly to the relief of economic difficulties and the development of other industries. Special policies made by CPC and municipal government for the regulation of labor-capital relationship, direct investment and tax preference are both systematic and innovative, which are the best practice of economic theories in new democracy and are the best representatives of CPC＇s mature politics.
