科研投入、产业升级与区域经济增长实证研究

Empirical Study of Scientific Research Investment,Upgrade of Industrial Structure and Regional Economic Growth

利用2000年~2013年中部六省数据构建了面板模型来分析科研投入、产业升级与区域经济增长三者之间的长期相互作用机制。研究结果表明,产业升级与科研投入的增加均与区域经济增长存在长期正相关关系,并且产业升级对区域经济增长的影响效果比科研投入对其的影响效果更显著。应该从进一步落实国家产业扶持政策、明确产业升级过程中两级政府角色划分、加大科研投入和科技项目扶持力度、促进产学研良性结合等角度入手,实现产业升级与经济增长。

This paper analyzes the mechanism of action among scientific research investment, upgrade of industrial structure and regional economic growth in six provinces of central China based on 2000-2013 panel data model. The empirical research shows that there is a positive correlation among scientific research investment, upgrade of industrial structure and regional eco- nomic growth. Meanwhile, upgrade of industrial structure drives the regional economic growth in more remarkable way than scientific research investment. According to this conclusion, some policy suggestions about technological innovation and upgrade of industrial structure should be put forward. Firstly, local government must further implement the industrial policy that central government should take. Secondly, the different effect of two class government on the upgrade of industrial structure must be further defined. Thirdly, governments should give more support to scientific research investment and technology innovation pro- jects. Finally, to promote upgrade of industrial structure and regional economic growth, government takes measures through the perspective of positive IA collaboration.
