摘要
通过分析河南省水资源分布状况和南水北调工程对河南省农业水资源优化配置的影响,总结了河南省农业水资源优化配置中存在的法制缺陷。为提高河南省农业水资源利用效率,达到农业水资源优化配置的目的,结合河南省实际状况,从三个角度提出了农业水资源优化配置的法律保障建议。
Through analyzing water resource distribution of Henan province and the impact of optimizing south-to-north water transfer project configuration on water resource configuration of Henan province, the defects of legal protection mechanisms were summarized. In order to improve the utilization efficiency of agricultural water resources in Henan province and achieve the goal of optimizing agricultural water resource configuration, combined with the situation of Henan province, proposals from three perspectives of legal protection for optimizing agricuhural water resources configuration were put forward.
